Our perp? A thief. And thieves just happen to be the most common criminals out there. Which is exactly why the Metropolitan Police’s Third Division exists…the specialists in busting burglary rings, known on the force as the “Crook Cops.” Rookie Madarame comes face-to-face with a legend: master thief Kemuri Karasu! Seasoned professional thieves…and gentleman phantom who slips away like smoke. Can the police actually bring them in?! If it’s stolen, they’ll take it back…and take you in.
